custom framerate limit for older games?

does someone know a tool to set a custom framerate limit for old games wich run in DirectDraw?
i have a game here called outcast wich runs only at 20fps correctly.
so is there something?
fraps is also able to limit the framerate, but only when its recording movies.

i already have an Pentium 3 700mhz, but no place for it
thats not the solution i search for,
i need a program to set a custom framerate limit for Games on newer PCs and it must support DirectDraw.

Moslo can slow clock, but indeed a true framerate limiter would be nice (only for older games). Heck, just max out the graphic settings and load an antivirus scan in the background if it is still not slow enough for you ;P

lol, no its not slow enough for that game ^^

i use cpugrab and it works well, but at every gamestart i have to set both processes (cpugrab+game) to CPU0 (because of dualcore) after minimizing the game and slide the CPU usage to 75%.
So that sucks....

I have a better idea: underclock your CPU, GPU, and everything else, then run Prime95 twice. I bet you can run your old game nicely after all that.
