you need a really badass machine (at least the videocard i imagine) to get playable speeds with those real nice texture mods i think, but there are some designed for lower end systems too though.

Mostly it's 512MB Vram minimum when you're using texture mods. Also, like Jonc said, Oblivion can still bring your system on its knees unless you have a recent high end card.
