if you're using ePSXe 1.7.0, try F4 (speed toggle)

Or save state, close emulator, reopen emu, load state

i did but its still acting crazy everytime i have a little freeze up or something it starts goin faster

awww is it like that when the emulator starts up? try this hit end located on the right side of your keyboard then a menu of square boxes should appear across the top of the screen and hit delete by the end button and it changes speeds by doing this i hoped this helps i had this from a personal expierence from playing Final Fantasy VIII on epsxe.
