The best gpu plugin for V3 (In my opinion...) is Lewpys 3dfx plugin.....

here is what i use for my voodoo3 (lewpys plugin)
i use these to play ff7 fine, except that i cant see any of the movies (cut-scenes) just a static garbage instead.... Could you tell us which games you have tried that are causing slowdowns. I had a 650 w/ v3 and it worked no probs (That was 2 years ago now on PSemuPRO, but I think the point is valid). For FF7 though, try changing the MDEC writing mode, then switchin the res down as far as you can push it.

not sure, but doesnt MDEC Timing set to 1 disabled?

I usually get away with using Pete's OGL plugin with my V3...here's the settings -
