The characters and creatures are moving at about 3 times the PSX speed. Is there anyway to fix this?

Either set the FPS limit to 60fps, or enable v-synch

setting the fps limit didnt work.
How do i enable vsync in ePSXeXecutor?

If you're running a PAL game: set it MANUALLY to 50 fps (NTSC -> 60 fps)
For example:
