Is that when the two blue guards attack you? Do you actually get into the battle mode? Can you post your GPU plugin settings?

What works for me is to set Offscreen Drawing to "4" and turn on either "Framebuffer Read" or "Framebuffer Read On Move" in the Special Fixes section. You might also want to turn on "Textured Window Alignment" in the Special Fixes to fix the look of the in-game text windows.
"Framebuffer Read On Move" produces an accurate swirl, but it's very slow (at least on my card). "Framebuffer Read" produces just a "pseudo-swirl", but my system does not experience any slowdown whatsoever. Maybe it's because the framebuffer is read only once under this option, unlike in the other option in which I think the framebuffer is read on every change of frame. Also don't forget to turn off "Frame Skipping". That's about it with regards to the swirl part. Again, this is what works with me, and may or may not work on your system. Anyway, I hope this helps.

Based on what I've read around here (I lurk more than I post), the swirl effect is very difficult for a PC to emulate, and thus is very slow in most systems.
If you could live with a "pseudo-swirl", there'd be no slowdowns. Check out my post above.

If you have FSAA on, all framebuffer effects will be hideously slow.

Savage 4 has no FSAA. I suggest to turn FrameBuffer texture to black. Even Savage 4 is faster than TNT2, it will slowdown if you turn FB textures to GFX card buffer. I suggest you use OpenGL plugin (faster +20%) although you need some special ICD replacement (very hard to find).

Whoops. Didn't notice you had an S4.
Have you tried the D3D6 plugin? I know taht the S4 is more powerful than a TNT 2 in thoery, but in practice they tend to have a lot of image artifacts. Try setting framebuffer to black (1) or use Full vRam Primatives and mode (0), although that will be very slow too.
