Can GT2 Perfectly running on my PC?!

Spec: Intel PentiumIII-450 ,192MB,TNT2 M64(32MB),Diamond S90,WinXP

Use ePSxe 1.5.1

I wanna know how to make the best configuration,Thanks......

If this don't help, have a look at some of the GT2 threads.
Try using Pete's D3D plugin, Internal SPU, and the new CDR driver. You'll need to play with the settings.
Just make sure that accurate CD-Rom timing is enabled
