I ran ePSXe just a few months ago on a:
PII266 4MB S3 ViRGE 48MB EDO RAM 16X CDROM SB16 (! and it's an ISA card!) ....so I really wouldn't feel so bad if I were you.

My pc one year ago.
Cyrix 166, 4mb onboard video, Yamaha opl3-sax 16-bit, isa soundcard, 32mb ram, 2.1 gb HDD. I tried to run ePSXe and vgs on, of course it's slow as hell. anyway, I had upgraded my pc a few months ago. Here's my new one: Duron 800, Riva TNT2 M64, 356 mb ram, 20gb HDD. almost all my emulator works great.
