Lightbulb New VBA editor

For those who didn't hear (it was on exemu while ngemu was down), i made a new version of the VBA-over editor. For those who havent seen it yet, its an easy to use program that lets you use game specific settings with VBA. If it gets to be popular enough, I got the idea to make it go online and download settings, but im not sure how (yet!).

In the meantime, all the bugs from the first 2 versions are fixed, including overwrite support (you dont need to go and delete the old entrys anymore), and it work fine with your existing VBA-over.ini file (the last versions required 4 line's per game).

Anyway, its simple enough to use. Im sure you can figure out how it works . Enjoy!
