SupraHLE 1.1.3 french and a SDK version

Suprahle 1.1.3 has been translated to french. GUI, Configurator and most parts of the ini file are now in french. Also, the ini has been corrected to take care of a couple errors included in the US version.
This is nothing BUT the regular SupraHLE 1.1.3 in french.

Suprahle 1.1.3 SDK is out. Wanna try develop your own patches. Console mode activated version helps this. It is also coming with a neat and small supra.ini editor, courtesy of FRSoldier.
Gamers, skip that version, it gets ride of a couple speed hacks.
