I have the gpu.dat file and also gpu.dll and I can see that it's a plugin(P.E.Op.S. gpu soft plugin 1.18) but I can't see the plugin and I still get Send/Don't Send by pressing any of the 3 buttons or when I start a game and press F7 I get an "* Error loading [plugin\gpu.dat]"

SOFT VIDEO PLUGIN : is in deed (pete's Plugin: P.E.Op.S. Soft Driver 1.1.18), and its there (integrated) just to ovoid the pain of getting New users confused with first touch with the emu, besides its the most accurate one that works in rate of 99.99% as PSX-look-like.

Solution : Update your GFX card drivers to the latest, also check for missing d3d.dlls

the plugin itself isn't much different to 1.17 at all, and all that option you guys can't set do is to open pete soft plugin.

I'm with the newest DirectX and for video drivers...every time I try to update to something newer than 81.98 I get all kind of problems coming from the drivers(BSOD,the monitor is tuning off right after the welcome screen, the screen is flashing and more)
