Question: Can the Dolphin emu launch games?

hi, i know its a dump question (y would they make the emulator for if not for that!?!?), but i know that most of the new games are relesed to the 3 consoles: Xbox, PS2 and GC, and afaik, there r no emulators for Xbox and PS2 that can realy emulate commirecal games. my question is, can Dolphin do it? can it realy launch commirecal games? and if it can, what r the system requairments for this emulator to work fine?

well, lets say i want to play Super Smash Bros Melee, so, can i play it? if so, how will it work? (will it work as good as N64 roms work in the computer? or much worse?) i saw some screenshots in the homepage of this game, and they look good for me (if thats the graphics, i like it).

you can actually start a game with SSBM but only if you set the language to german (threw the option menu in the game)
however it will be extremely slow with alotof graphic errors and it will eventually crash (cant play a whole match...)

so basicly. no games are actually playable (except for BaM )
