where can I download rev 3189 version of the emulator because I haven't been able to find it anywhere? also which is the best revision that can run Wii games like SSBB and other GC games smoothly?

There is no best revision, some can contain bugs here and there, even latest ones

Not, generally the best rev is more recient .
If for you the best version is the specific one it is only a particular case of the games that you have.

lets say I have Melee and I wanna try it on kaillera, which version would be perfect? also which is the best version to run Brawl?

Kaillera with Dolphin = epic fail and immediate desync, Netplay is not fully implemented still.

so forget online, but which revision would I need to run SSBB with the best results? I have dual core, a good video card, and 2 GB RAM
