Everytime I load a game

Everytime I load a game im getting IOCTL_NW24_REQUEST_GENERATED_USER_ID its a popup and than when i click ok on it it says the data is corrupted and cant be used

Have you tried using a different version of Dolphin? Every now and then I wind up downloading a "borked" version that was improperly compiled. :/
