How do SaveStates work?

I recently tried using a save state with Dolphin, and they don't quite work. With other emu's in the past it was fine, but for some reason with Dolphin, when ever I try loading a save state it takes me to that part of the game, but its on a frozen frame, and you can't do anything .

So if anyone else is able to use the savestates, and has any tips for me, please let me know, thanks
