Fire emblem emulation (GC)

Was just trying my fire emblem: path of radiance on my computer using Dolphin, and I found that the battle scenes are not emulated to full speed (I chose the 50Hz option but it's emulated at 46).

I know it's perfectly playable at that speed but I just wanted to know whether it is possible to increase the speed further.
Currently I'm using R1449 using the OpenGL graphics plugin (the DX9 gives wierd shadows), I don't know if the plugin is outdated or not since I can't seem to find a link to download them seperately.

Anyway, the I have everything checked under core (unchecking "lock threads to core" causes erratic FPS and doesn't speed up the game where needed).

My resolution is 1280x960, everything else unchecked, AS and AA are 1x.

My comp is fairly powerful I'm using a E8500 3.2GHz CPU, Radeon 4850 gfx card, 4 GB ram and using Vista Ultimate (XP is probably faster...).

Thanks for any help. Hope I didn't miss anything.

EDIT: My graphic card driver was updated 2 month ago, I probably should update it but I doubt it will make a difference.
EDIT2: Tried setting the priority of the emulator to high on the task manager, the FPS boosted by 0.5 (I think...). There is still no lag if I alt tab to do something else, I wonder what the bottleneck is...

The best way to improve fps, is overclocking... Setting the cpu at 3.6 ghz, probably gives you fullspeed..

So it is a CPU issue. I thought it might not be considering only 60% of my CPU is used at any time....
