Failed to load plugin

Hello,
Can anyone tell me why when I load the newest version of dolphin, I get a Failed to load plugin Plugins\Plugin_VideoDX9.dll - unknown error. Could someone please tell me how to fix this or even if it is affecting anything.

What if you're having this problem on vista?
Vista has DX10, ya know.

Update it anyway.

I did and I use Vista, worked just fine.

Vista use both DX9 and DX10
