yeah that's 2 days old news the Nov Redist.
I would say that with the August Redist, Mario Kart was playing around 9~13FPS, then with the November it gets 14~20 here

I use DX9 since OGL is buggy in MKDD here.

Placebo effect, the already existing files are never updated, the newer version only installs updated MDX files, of which dolphin wouldn't be using unless compiled using them. (Not likely)
