requirements for mario kart:DD

When I run this game in, graphics are fluid and without any glitches, but slow. One second in mario is as long as three seconds in reality.

Is that because of a low framerate? Is my computer too weak for this?

my specs:

Intel dualcore E2160 @ 3.0 GHz
2GB ddr2
ati hd3850 256mb
win xp 32 bit
Doliphin - rev. 1080, OpenGL plugin

I have a core2duo 8600 @ 4,3 ghz in windows XP64 and mario kart is at 60 fps most of the time.
