This seems to be an ATI driver issue.

The x86 builds are fine with Resident Evil, it's the latest 64-bit builds that are exhibiting this problem as shown in the screen shots I posted.

Actually all the 64-bit compiles seem to be affected with this which I came to a conclusion of after testing the 64-bit compile of rev 5 which had this problem as well.

For me this is only occurring on the latest 64-bit builds including revision 9 and 11, the x86 32-bit builds are fine.

Seems something went buggy with the latest x64 builds.

Also the menu graphics of the Dolphin GUI are messed up on the 32-bit and 64-bit build under XP x64, on Vista the menus are normal.

I hope one of the developers take note of the bug I found with the latest 64-bit builds.
I'm on it. But if you want to be sure that we see these things, submit them as issues on our tracker at dolphin-emu - Google Code

It isn't so easy I see...
You've listed some issues and as i noob I don't understand all of them
I reported the issue with opengl and ati, but somehow there isn't a username as owner of the issue.
