street fighter 3: 3rd strike, good fps... but its in slow motion

ok, so i got sf3: 3rd strike working right. it runs fine at the beggining. My readout says im getting 45-60 fps, but the game is in slow-motion. dont know how to fix it, any help would be appreciated.

what kind cpu and gfx card do you use

tried to push "+" and "-" ?

Try using 0.20. 0.25 gave me some speed issues as well.
