Theres this program i have that will decompress huffman compressed video to M2v+wav although it decodes the video to 29.97 fps and I have the PAL version which is 25fps. When i tried it, it decoded it but only the first 10 frames of the video. It works 100% with the NTSC Version but not with my PAL version. I need to know how to change the frame rate from 29.97 to 25 within the program

huffman isnt supposed to be demultiplexed into an M2V video stream. Perhaps you meant AVI ?
Are you decoding, reencoding or demultiplexing ?
Whats the name of that program?

Im actually demulti-plexing.
The program is called KHFM2MOV.
I modified the extractor so it can extract all the videos off the USA NTSC version of Kingdom Hearts (the thread in PS2 Misc). Since it demultiplexes the video to 29.97fps I want to change it so it can demultiplex it to 25fps which is for the PAL Version

Demultiplexing does not change video framerate.
Is the modified version set with the PAL KH's disc ID ?
Videos could be located in different sectors than in US KH, in wich case it'd be necessary to lookup for the beginning/end sectors for each, and input findings back into modded prog
PS: FMVtool (http://forums.ngemu.com/misc-ps2-discussion/55165-gigaherzs-fmv-search-extract-tool-beta-0-a.html)should help find video sectors and probably even rip out videos without much hassle. Its source code has been released (http://forums.ngemu.com/misc-ps2-discussion/90254-fmvtool-source-release.html) recently, so it should be enlightening. I don't have KH here to check sectors.

Unfortunately FMV Tool wont extract them because KH is huffman compresssed so is Final Fantasy X. I located the offsets on the disc for the NTSC Version of kingdom hearts (US and the Japan Final MIX) and inserted them in the program via hex editing and it worked without any complication but i also have the PAL Version of the exact game and when i insert those offsets into the extractor it just rips 10 seconds of the movie. which turns out to be a pixel mess.
Demultiplexing does not change video framerate.
Well to put it simply, the program goes through each frame very fast and puts it in a m2v and wav file. Although the program just stops at the 10th frame out of like 2000 frames
