This game refuses to work with Epsxe no matter what plugins or settings I try. It seems to freeze a few seconds after the game starts. (What a tease!). I strongly believe that its just epsxe that is the problem.
Hopefully one of the Epsxe programmers will see this post and maybe fix this also in the next version of Epsxe.
