The encryption tool that I use is called eNDcryptS. I don't remember where to get it, but should be easy enough to find (with Google or whatever).
As for the BIOS files - you're supposed to dump those from your DS; also dump the firmware while you're at it. If you use something else than NO$GBA to dump them, name the files biosnds7.rom, biosnds9.rom, and firmware.bin so the emu can use them - and put them in the same directory as where NO$GBA.exe is, of course.
(There are obviously other ways of getting those files, but those ways are illegal and cannot be discussed here.)

ok ive got the files and it seems to be running better but the 3 game images i have (and ive decrypted them) all run either slow have errors or are unplayable in some way they are diddy kong racing mario 64 and animal crossing

Yes, unfortunately that's as far as DS emulation has reached at the moment. Not many games are perfectly playable - but NO$GBA is improving quickly, so keep checking for new versions. Probably won't take long for more games to be playable.

Those 3 don't work perfectly yet, so as Andemon said you will just have to wait for future versions, to get more speed and get the errors sorted in those games.

Check the screenshots threads and Perfectly emulated DS games threads for most games that work perfectly.

Yes the DS should have a cable...and then no$gba itself has some dumping options.

You don't need any encryption tools to play roms on no$gba.

When People pay, they get a beta version of the Emulator with a few more features that are not necessary for normal users.
Everyone has to decide if its worth it for them to work a bit on the Emulator. The Emulator is so far that its gettin easier and easier every release. There is no need anymore Firmware, Bios or encrypting. Some people need Firmware to make the Touchscreen working and thats all.
