as bad as this is to say, you might just have to use the chankast plugins, I had the same issue, it didnt restart but it crashed, just use the chankast plugins and see if it works, if not, try dcemul till somebody can figure this out.

Its a known problem , quite rare too. It seems to be a conflict betwen the AFS driver and the spti code in znullGD.There is not known solution for it ...
I had the same problem and as drkIIRaziel says there is no known solution for it
so dont use the znullGD plugin :D

i would suspect overheating, especially with a P4, but it sounds like its not even booting up a any games? weird. what a crazy bug.

Yeah I would guess overheating too.
Try running Orthos (http://sp2004.fre3.com/beta/beta2.htm) for at least one hour to see if your computer has stability issues. If it says "Stopped" you should underclock your CPU and MEM or increase your volts (all done in BIOS).

My PC is ok
because it runs PSX and Dreamcast (chankast) emulators
I thing it is a bug of the emulator
but I hope It works in a near future

one solution is to dump your dc games into a .cdi (discjuggler) and load that in nulldc..

All fps out of 60 and are averages, except for JGR which could only run at 30 fps maximum. My computer also doesn't meet the recommended specifications. I tried running the Rise of the Triad homebrew and it didn't boot.
