Okay, I'm going to need some help. When I run this emu, the FPS drops to around 10. I want to know if my system specs are the cause of this.
Here they are.
Processor info:
Name: Intel Pentium D 805

Specification: Intel Pentium D CPU 2.66 GHz
Core Speed: 2676.3 MHz
Multiplier: x 20.0
Bus Speed: 133.8 MHz
Rated FSB: 535 MHz
Memory Info:
Corsair 512 MB PC2-4300 (266 MHz)
Video Card
Geforce 6800 XT 256MB DDR2
I want to note the only serious problem I have is speed.

There are two things:
Get a powerful computer
or
Wait for the speed to improvement, that's all. :)
EDIT: It was already mentioned in the desmume threads.

Video cards still doesnt make a big diference on desmume.
Its all CPU power by now.
Why do you ask? Theres only a CPU Interpreter, so its bound to be slower than a recompiler.

Current versions are quite slow, due to several reasons, some being worked on (http://forums.desmume.org/viewtopic.php?id=11). Wait for new versions, as until now focus has been on new features and not speed.

I do have a fairly powerful computer; the question is if it's powerful enough.

I ask because I think I'm doing something wrong, but having no idea what I'm doing wrong. I've tried tinkering with settings-nothing seems to have worked.

Well considering that it runs about the same on PC's slower than yours I doubt you need to worry about your PC. Your graphics card is decent aswell, ram is a bit lacking but it should be fine.
Listen to shash and stop worrying.
