Do you have all the Necessary Libraries and Dependencies installed. Last I heard the new pSX for Linux requires some version of GTK, and some other Libraries/Dependencies.
If you don't have those installed pSX, just as epsxe will fail to start when doubleclicked or accessed through the terminal.
I don't know exactly what Libraries/Dependencies pSX needs in order to work, but I'm sure if the have a forum it's answered there or on their webpage. If it's not you may need to drop pSXAuthor a PM, or wait for another member to answer/reply that may know;)

@DJ Stenny: You should probably go to this (http://psxemulator.proboards54.com/index.cgi?board=news&action=display&thread=1170069898) thread, from the official forums, as that would be about the only place you could find an answer for that (seeing as how pSX Author is the only one who knows enough about the Linux port to be able to properly address that question). The first post on the page also lists the requirements that the WIP had (which are still mostly true I believe), and reading through the thread may help answer your question.

Does it print anything when you run it from the console?

Well I tried to run the pre-compiled version download from your site, it complains about libgtkglext, yup then I got that installed too the run it again and I have this error:
ALSA lib pcm.c:2106:(snd_pcm_open_conf) Cannot open shared library /usr/lib/alsa-lib/libasound_module_pcm_pulse.so
[src/linux/sound.cpp, line 588]: 'snd_pcm_open(&pcm_handle,dev->info->device_fname,SND_PCM_STREAM_PLAYBACK,0)' returned 'No such file or directory'
pSX: pcm_params.c:2276: snd_pcm_hw_refine: Assertion `pcm && params' failed.

Here is debug report running gdb when it reach the error after choosing BIOS dialog.

Yes, I am running Ubuntu 7.04 Herd 4, it seems to me the new pulseaudio break the ALSA sink, I will muck around with it before report back to you.
I got same error when removing pulseaudio and reinstall esound on my GNOME, so this is an bug relate to libasound, i have no idea what it is, hope it might help you.
And yes, pSX Author, actually I haven't got to see how the GUI is like, but I am sure that program is lacking good icon that match Linux desktop on GNOME, KDE, XFCE and other. Have you ever heard of Tango Project? All icons from GNOME 2.16 to newer now ship with icon in folder /usr/share/icons/hicolor/apps and within that folder there are folders 16x16, 22x22, 24x24, 32x32 and scalable that match the size icons. Would you like an icon like that for your program? I can help you out on this, i know lots of ppl on #tango such as jimmac, tigert, garrert (you should know them, all GNOME artwork are theirs)
Check my attachment, you can see original VLC icon used in Win and Mac, and Tango-ified icon that is used on Linux Desktop, to support Linux artwork, I think pSX should have 1 too.
