low FPS is normal for a single core processor.
if you want more, go and buy a dualcore processor.

Nah it's running at actual speed, ie synced with emu fps rate, what you see is the actual speed. With "Synced: Yes" I mean it's running at emulator fps rate, with "Synced: No" I mean it's not synced with emu fps rate and instead it's speed up to full speed for example 50 FPS.

However if I get like 25 - 50 fps in this game, you probably should have like 15 - 30 fps with that setup. Perhaps the meter is inaccurate for you. I'm like really on the edge to what I'd consider smooth/enjoyable gameplay in this game so I would expect it would be a bit laggy on your comp. Remember I have 400MHz cpu clock advantage and also the dual core mode performance boost and may also have slightly faster ram (having 2GB doesn't matter in PCSX2 but the timings do somewhat)

I think the problem is im running vista and the drivers im using are modified drivers and the fact that i have directx 10 may be causing problems as well
