Every time I get to this point using the CD's, the game won't progress but the music continues. Any advice

What does the console window says?
What are your PC specs? Is the game on Cd or it is an ISO image?
Have you tried any other emulator (ePSXe, PSXeven, SSSPSX, PCSX)?

Nothing special just 1: 00000000-0004c0d0 repeated over and over. Running on a decent dell laptop WinXP Pro. Using actual game cd. Will the save state files from PSX work with another emulator?

Nope, you can transfer memorycards only, so if you have a memorycard save near that location transfer the memory card to the other emulator.
And make an ISO image (http://forums.ngemu.com/everything-else-psx/34515-how-make-perfect-backup-psx-games.html) of the game, the game will perform smoother (make sure that cd is clean and that it doesn't have any scratches ).

Can't figure out how to use memory card function in psx 1.8. Can't I save the file on the hard drive?

Go to File->Configuration->Memory cards, click the three dot button, put in a name, then click OK on everything. Load up the savestate, and see if you can get to a regular save point in the game and save if you're able to.
Go to the cards folder inside of the pSX folder, and copy/paste that into the other emulator's memory card folder. Then point that emulator to those files, and load up like you were playing it on a real PSX.

When I save via the save point PSX saves a .bin file in the memcards folder. None of the other emulators will recognize this type of file. Doesn't PSX use .mcr or .mcd files like the other emulators?

Yes, that card can be used in other emulators, just change extension to .mcr,
pSX make them with .bin extension but the files are in fact same.
