How can I use PEC is it a plugin or what? and if it is a plugin where can I set it, can anyone give the configurations on how to set it, tnx guyz:hdbash:

[PEC] is a cheating utility for PSX emulators.
Yes, it instals the plugin but only so you can load it to the psx emulator.

AFAIK, PEC doesnt work on pSX.
