Go to the GPU plugin configuraton and turn on the fps limiter, set it to autodetect or 50 - for PAL,60 - for NTSC.

Hm,well go to the Control Panel and select System - there will be your CPU and amount of ram.
For the graphic card go to the Control panel and select Display->Settings tab->Advanced button->Adapter tab.
When you get the info post it here.

You can download the plugin from here (http://www.ngemu.com/plugins.php?cat=1&os=win32&type=gpu).
But in the other hand you can use 2.7 it will be good enough.
