When I try to open a game, I get the following message: "ePSXe is NOT completly configurated go to config->video to configure it.

I typed the plugin name, gpuPeteD3D.dll, and clicked ok then it told me to restart ePSXe for the changes to take effect, and when I open it again, the same thing happens. I even tried restarting my computer, but nothing happens.

First read the enclosing help files and documentation. In epsxe 1.4 there is a wizard guide which can guide you with your settings.Make sure you have configured everything suitable to you and your computer and then try to run the emulator. And I think you dont need to type in the plugin name.
Neway welcome to NGEMU.
