Use Jabo's D3D6 1.5 plugin (From PJ64) or Rice's Daedalus 5.1.0d. The basic 1964 OpenGL plugin and Unofficial Daedalus are very old and not too good. To stop the sound being skippy, use Azimer's 0.40 Beta 2 with the RSP plugin (also included with PJ64) and sync audio to gameplay in the Audio config.

The Jabo/Azimer combo with 1964 should work with most games (Games by Rare and Nintendo) and you should get full speed with Goldeneye with that setup as I do with my slightly slower processor, but there are certain games (usually 3rd party games) that work better with Rice's like Mystical Ninja, New Tetris etc.
