you could say what is the best php Message board or what is the best news system.

dbhost should be localhost at lycos I belive.

just follow the instruction in readme file and you will be fine if you _______________
$dbhost = "localhost";
$dbuser = "your user name";
$dbpass = "";
$dbname = "username_uk_db";
$persistent = 1;
$newscount = 8;

If the the your lycos works like the german one then you can leave all the fields empty. No dbhost, no dbuser, no dbpass, no dbname.
If this doesn't work try looking at the "control panel" of lycos, the connection-data must be listed there somewhere.

NGEmu's CMS is pretty neat according to the people using it. On the other hand, the v2.0 CMS would have kicked ass if it would ever have been finished, already because of it's template and database system. But who knows ....
