Well, could you post your setings inside Pete's GPU plugin, please? Without that it's very hard to guess what's wrong (my guess is: try a higher Offscreen Drawing setting).
PS: You said that you downloaded the Null sound plugin. It's really old and is no longer in development. I suggest Eternal 1.3 for the best sound quality.

Dunno, from your settings it looks just fine and should work well, maybe this game uses some kind of unemulated feature.
You could try using Full Vram Primitives.

Try raising the Framebuffer Access setting to a higher one. That might work. Good Luck.

I've never seen any games troubles caused by an OS,if the emu runs fine on the OS,you'll get the same resulst as on another OS.
Now,about FF8,I have it and it runs just fine with ePSXe on XP Pro.
I'll post my config later ;).

Turn on the FPS limit and select manually the value that you want. For the correct speed, 60FPS for NTSC games and 50FPS for PAL games.

I also have a problem on this game, well 2 problems.
One i don't have any sound during FMV's but I do during gameplay.
Secondly this:
The writing is mixing with the previous writing if that makes sense.
Anyone know how to fix these 2 things?
