Help!!1

Last night the anti virus program found something wrong with 'seoi.exe' file. so i quarantined it. But after that no programs would open saying that 'This program needed for opening files of type 'Application'. I tried locating the file but can't find it!
I tried looking for it on the net but no avail..... I tried opening programs including utilies, games, aol.. but none woul open...
How can i fix this problem??

maybe that file infects every app to make it so it can only open when that virsu is avalible and after your virus scanner finds it and messes with it it makes all the progams stop working...... thats a good virus.........
