Final Fantasy Tactics - screen tearing issue

So I was messing with settings for FFT and found pretty nice combination - game looks great, but I'm keep having some major screen tearing issue.
Just "lowering" the standards doesn't seem to make any difference.
Any ideas how might I solve this? Thanx anyway.

I'm using Pete's openGL2 driver 2.9, here're my settings:
Video card is ATI HD3650

If changing the settings does not help your best bet is to use another emulator or another video plugin.

on ePSXe Final Fantasy Tactics works best with Pete's soft plugin 1.18 as it is primarily a sprite based game.

I believe Pete's soft plugin has an enable VSYNC checkbox which would eliminate tearing.
