Here are my computers specs:
Intel Core 2 Quad @ 2.4 Ghz each core
4 Gb Ram
Nvidia Geforce 7050
Windows Vista Service Pack 1
Im using version 0.9.4, im pretty sure its not a beta. In the CPU settings I have MTGS and Dual Core mode checked, im using ZeroGS KOSMOS 0.97.0 graphics plugin with bilinear filter enabled.. when i start PCSX2 I get 4.5 - 7.6 fps.. I only tried loading the BIOS with the CDVD Null driver enabled.. does that have anything to do with it?

1. PCSX2 only uses 2 cores.
2. Your graphic card is outdated.
3. Try newest GSDX with native checkbox ticked.

I know, my graphics card is outdated, i plan on gettin a new one really soon. So should I keep the MTGS and DC options checked? and Im getting the newest version of the plugin now.
Edit: K, i got ZeroGS KOSMOS 0.97.1.. i dont notice any difference in the two plugins, but i'll test it out.
Edit 2: Derka derka, seems as tho you said get GSDX lol, testing that now.
Edit 3: Allrighty, wish GSDX when i start it windowed it crashes. same with fullscreen. heres how i configured it:
Resolution: Windowed
Renderer: Direct3D 9 (Hardware)
Interlacing: None
Aspect Ratio: 4:3
Internal Res: Native
Nloop hack is checked, as well as texture filtering and alpha correction.

try a fast CPU limited Game like FFX in native resolution.
btw: nloop0 is for FFX and FFX-2 only.
uncheck it or let it grey if you run other games than FFX/FFX-2.

GSDX crashing like that is a DX problem, you're missing some DLLs.
Check this thread http://forums.ngemu.com/ps2-plugin-questions-troubleshooting/97657-gsdx.html here and see at the top for the DX Runtime thingymajigs and install them, then it works.
I had the same problem at first.

try to toggle through F4, it might make the game a bit jumpy, but will make it faster.
