OK everytime I use this the game freezes by the time I am at the menu.
My PCs specs are:
-Intel Core 2 Duo E4400
-2 GB RAM
-Intel GMA 950 video card
I'm also using the plugin/configuration from here http://forums.ngemu.com/psx-plugin-questions-troubleshooting/76200-metal-gear-solid-ogl-config.html

intel gpu may be the source of your problems:these integrated video processing units are ****, I used to have a similar one, a terrible bottleneck for cpu/ram and overall bad compatibility.
I think u should buy a mid or low budget geforce or radeon.

if you dont care about the visuals you should try the game on psx because it is a little tricky to get working on epsxe for most people.

The card sucks but little hiccups are usually plug-in related.
