Have you configured ePSXe following this guide (http://forums.ngemu.com/generic-epsxe-queries/85600-epsxe-configuration-guide-windows.html)?

Those are system specs recommendations... you may ignore that part and continue...
Check the required files, you'll need those or the emulator won't work.
Keep reading and pay attention where it explains how to configurate it.
Read it thoughtfully.

You should use ePSXe v1.7.0 wich has built in frame limit.
In the Pete's video plugin configuration, select "(o) Autodetect FPS/Frame skipping Limit"
If frame limit still ain't working, check the setting "[X] Use FPS limit" (shouldn't be necessary with ePSXe v1.7.0)
If you're using ePSXe v1.7.0 and even having the FPS limit enabled in the plugin ain't working (wich again, FPS limit in the plugin shouldn't be used with ePSXe v1.7.0). Right click your taskbar and select Task Manager, select ePSXe.exe and right click it. Check its Afinity and mark only one Core of your CPU. This should fix it if none of the above worked and it's related to having a dual core CPU.

Also, if you absolutely HAVE to use 1.6 you should be able to just manually enter ~60 or 65 FPS and limit it through that method.

NOPE oO :
PAL_GAMES : FPS = 50.
NTSC _GAMES : FPS = 60.
