Dont bother asking. If anything, pcsx and psemupro much more than enough.
Translating also doesnt require debud builds.

There are other means. Requests for 'debug builds' will never be approved (for such a thing in particular).
Do you have prior experience in ps1 translating, btw ?
From which language will translating be done from, btw ?

the text in FFVII is stored in textures, not hard code
