Newb fastforward question, apologies

I've just downloaded ePSXe 1.7.0 and am trying to play Metal Gear Solid from an ISO, but can't get the fastforward key to work. I've played through Silent Hill and FFVIII on this system before and remember using the fastforward key in those games (it was a lifesaver in FFVIII), so I know I've got the damn thing to work before, but I can't remember how. I can see the frame limiter turning off in the FPS menu when I press the key, but FPS remains at about 45.

System is XP SP2 w/ E2180 @ 2.2GHz (crappy motherboard :P), 4GB RAM, 7600GT. I'm using Pete's OpenGL2 Driver 2.9 with the default Nice configuration, screenshot linked below.

try unchecking FPS limit, there is an internal limiter in 1.7.0 that is toggled on/off with the F4 key.
