Title screen is not much resource demanding. Try entering battle to see if you have the same results.

Lol it dose for me to but i just use 64bit system runs huge better. That a common thing gamecube games run at 30fps i think ntsc only pal is 25fps i think or is it the other way arround but most of them run at 30max it's a thing with dolphin same with zelda WW on 64bit system it runs way to fast some parts over 300fps. Well thats all im ganna say.

that would happen on my 32bit system when i tried to use the 64bit version of Dolphin
and perhaps it may also just be a bad rom Dump

Also since that scene dosent need much to load so it loads at full speed. Thats mabey why it was runing at full speed.

Hey I want to try that - what did you say you executed? SPM or something? and how did you execute it? My PC isn't that good either (I can't get past 1.04 fps on Dolphin) (see my signature for specs) but if I can get up to full speed that would be awesome!
Thanks
What did you execute in order to get Dolphin running at full speed? Maybe it will work for me my PC is kind of slow as well (I can barely get past 1.04 fps on Dolphin) (see my signature for specs) so getting Dolphin up to full speed would be awesome!
Thanks
