This is copy and paste from another Dolphin forum (offical?) as its 1 month old and still no reply..
"I am using the latest version of Dolphin x64 which is Beta 3, it says it has dual core support and its not using both cores. Iam running Super Smash Bros Melee and getting about 17 FPS with core 0 at 100% and core 1 at 0%. Iam using XP x64 with all updates including the dual core patch and Dolphin.exe is set to use both cores, I even click dual core mode in Dolphin and theres a check mark beside it but it still refuses to use both cores?"
