I just tried it off the original CD with ePSXe 1.6.0.
I tried it with... Pete's OpenGL Driver 1.74, Pete's OpenGL2 Driver 2.8 and Pete's DX6 D3D Driver 1.74.
Each ran perfectly with some minor graphical bugs in the text which should be fixed with a bit of tinkering.

The other plugins i used were...
Sound: Eternal SPU Plugin 1.41
CD-Rom: Pete's CDR ASPI/IOTCL Driver 1.9

The problem may also be your CD plugin.
Also remember that on an older PC it takes a while for the game to start with an OpenGL plugin.
