that means
1. you shouldnt have the bios, else itll be illegal
2. you dont have a playstation? then using the emulator is illegal
3. You have the game, but no console? either you have much faith in using the emulator illegally, or you downloaded that too.
owning a bios without the console will always be illegal, a decade is nothing for a copyright license, try 40-50 years after the copyright owner dies, then you might stand half a chance.
