Use another plugin to get around the "No WGL extensions" issue. Make an ISO that includes the subchannel data (or use a patch) to get around the black-screen issue.

I just got around the entire thing by just buying the USA version.
In fact, I'd recommend that as a good fix to the problem. Buy the American version, and then list your PAL version on eBay.co.uk, you'll make a profit, guaranteed.
