is this the only game it happens in? what about other programs? is your computer in good running shape, i.e. is it slow in general, is your drive defragged, etc?

and is the problem when you use peops soft the EXACT SAME as when you use OGL2? have you tried any other emulators like PSXeven, SSSPSX, or PCSX?
