True, FMV's are at 15fps, at least that's what the movie ripping program told me
And you can see for yourself when you play the game. It's easy to see that the FMV's aren't running at 30 fps, and something I saw recently: GTA 1 on PS runs at around 15 fps during gameplay at certain times

PAL runs at 50 Hz, which means the tv screen is 'refreshed' 50 times a second, and running at 25 FPS means that the Playstation puts 25 new images on the 50 Hz tv screen per second. (to put it in a simple way
