when you open a ip.bin whit winhex ,you can find the head like this:
SEGA SEGAKATANA SEGA ENTERPRISESA6F9 CD-ROM1/1 JUE E799F10 T0000 V1.00120010206 1ST_READ.BIN ECHELON Flash Internet Settings Adjuster

if there is no 1st_read.bin,it maybe like this
SEGA SEGAKATANA SEGA ENTERPRISESA6F9 CD-ROM1/1 JUE E799F10 T0000 V1.00120010206 file_name.BIN ECHELON Flash Internet Settings Adjuster

then the file_name.bin will be the file you can use as 1st_read.bin

you can use IsoBuster extract Sector 11700 to 11715 (or 11702 to 11717,you can try) as the IP.BIN
